Mokpo City’s «Indie Film Festival on Route 1» Opens Next Month on Aug. 13; About 70 Domestic and International Films to Screen Aug. 13-17

Even with a national-funding win, Mokpo’s «cinema paradiso» hits a «budget chill»

The «13th Mokpo Route 1 Indie Film Festival», set to open on Aug. 13, has run into serious financial obstacles. The farce, officials say, came despite the festival being selected for a central-government call for proposals and winning national funding—only for the local authority in charge to slash its budget by as much as 15 million won.

Held through Aug. 17 across the Mokpo area in South Jeolla Province, the event promotes itself as an «urban film festival» that goes beyond a simple screening gathering. It will feature about 70 domestic and international feature and short films, including works from six countries. As the old town of Mokpo and places such as Hadang transform into a giant theater, «GV (director talk)» and «master classes» and other civic participation programs will run densely.

At the same time, a green light had already been lit for revitalizing the local economy, with more than 200 film-industry figures expected to gather from across the country and more than 1,000 viewers expected to visit Mokpo. In particular, it was encouraging that the festival drew national funding after undergoing tough screening by the Ministry of Culture, Sports and Tourism and the Korea Film Commission. But the «matching-fund» requirement—an underlying condition for the national subsidy—proved to be the sticking point. Even though local financial support is essential, the budget was heavily slashed, leaving the organizers in a position where they must immediately raise a «self-pay amount» of 28 million won on their own.

Festival Executive Committee Chairperson Jeong Sung-woo said, "Culture and the arts are not just sunk costs; they are a clear investment that underwrites the city’s future." He added, "It is urgent to ensure that cultural assets representing the region can stand on their own without being shaken by outside forces, with «sustainable cultural policy» and a firm budget-support system." It is a painful critique that shortsighted local administration is cutting off the seeds of the region’s cultural ecosystem.
