According to local media including TMZ, Shirley Raines experienced a medical emergency on the morning of the 28th and was transported to the hospital, but ultimately passed away. Her family shared the news, stating, "Our beloved Shirley has peacefully departed."

As the founder of the non-profit organization 'Beauty 2 the Streetz', Shirley Raines gained worldwide respect for her efforts to help homeless individuals regain their lost self-esteem by washing their hair and applying makeup, going beyond mere distribution of relief supplies. With her vibrant dyed hair and boisterous voice, she roamed the streets, stating, "They are people before they are homeless," and provided meals, hygiene products, and warm hugs to hundreds each week.

Her dedication began with a personal tragedy. After losing her first son, Dmitrius, in an accident in 1990, she suffered from severe depression but found a reason to live by helping those in greater pain than herself. In interviews during her life, she often said, "My pain became my purpose."
